Bill Driscoll was a candidate for the Bradford Town Council in 1998. Vicky Varney thought many votes went to Emily Holst because "You're not going to be one to grind axes like Driscoll".^HS3 Driscoll not only polled fewer votes than Emily, but fewer than Alton Tennant, the incumbant who was actually dead.^HS6

Driscoll did not run again in 1999, "perhaps being outpolled by a dead man had something to do with it"^HS24 He did continue to show up at meetings, usually to complain. He worked to discredit the council, squabbling about possible "violation of the Open Meetings Act"^HS24 and supported Bill Levitsky in the mutual belief that the two of them were needed because the council were "all a bunch of yokels who don't know what we're doing"^HS24

Lloyd Weber, the newspaper editor, considered him a "genuine idiot".^HS6
