Bill Levitsky was City Manager for Bradford in 1999. Several council members of the town disliked his condescension to those without college degrees and Emily Holst, in particular, received the occasional sneering comment including being a Motorcycle Mamma.HS24 It was partially because of this attitude that Mike Daugherty nominated Emily to be the new Mayor in November 1999.
The antagonized council members felt Levitsky just viewed his job in Bradford as a pitstop and that he was "primarily interested in getting some marks on his resume so he could get a better job" elsewhere.HS10
