Dr. Milligan (no first name is ever given) is a veterinarian and played an important role in the rescue of the fictional hijacking of Southern Airlines Flight 111 as told in Magic Carpet.

Even as the hijackers were assaulting the flight crew, Dr. Milligan and Mallory Fox were racing up from behind. Mallory pulled one of the hijackers off the copilot and threw him into the arms of the doctor who quickly put him into a hammerlock. When he saw the pilot bleeding from the throat, he relinquished the hijacker to others and provided the medical help he could.^MC31

As far as is told, Dr. Milligan was the leader in giving first aid to the flight crew and the wounded hijacker. This included the captain's cut throat, a knife in the chest of the co-pilot and the hijacker with a hole punched in his throat by Jennlynn Swift's high heel shoe.^MC31 The hijacker required an improvised tracheal tube. "I had a hell of a mess stopping the bleeding."^MC32

Dr. Milligan is described as "an elderly but athletic-looking man"^MC31
