Jack Conroe was the waste water treatment plant supervisor in Bradford, Michigan in 1999 when the City Manager Bill Levitsky resigned. Jack was named "interim city manager since he'd done it three times before and did a good job."HS30 He was eventually asked to take the job permanently.
