Joe Upton was the Sheriff for Spearfish Lake in 1981-2 at the time of the Warsaw fire. He provided much of the coordination of the town efforts at the Spearfish Lake side with Kate Ellsberg and the C&SL Railroad.
It is never said when he left office, but he might have still been Sheriff in 1987, when two officers, Harold and Leroy arrested two Hollywood Tonight reporters that ran a red light at 117 mph. BAR752
By 1997 Harold Novato was the Police Chief.
