In 1955 Howard was a member of the Spearfish Lake County Board of Commissioners.
In 1975 he was a regular at the breakfast table at Rick's Cafe.
He was on the Board of the Spearfish Lake First Baptist Church which sent prospective Pastor Kirk Wise packing after an inflamatory sermon.WTLC27
