In 1987, at the time of the book Busted Axle Road Don Kutzley is the City Manager of Spearfish Lake.
He was originally from Nebraska and he'd made a career in public administration; his previous job was in Clearwater Florida as assistant city manager & city treasurer.
He was, in the end, given the opportunity to resign before he was fired by the Spearfish Lake City Council over the way he mishandled the sewer separation problem.
