John Penny is a brakeman for the C&SL Railroad in 1981 and is later promoted to Engine Service (engineer/conductor). He was hired by the C&SL after being laid off by the CSX, making John the only brakeman there with experience on a major road. He frequently helps train new brakemen, such as Dave Ames and Stormy Rumsey. John lives in Camden and spends most of his time working out of the city switching, pickups and deliveries, around the north side of town and not running all the way to Spearfish Lake.

John is a key character in Snowplow Extra, going without sleep to ensure the trains get through to Warsaw to help fight a fire during a blizzard.
